Yanshan University is one of national key universities. It is the major university supported by Hebei Province in the development of national first-class university and world first-class disciplines. YSU is a member of the Cooperation Consortium of Beijing High Technology Universities. Yanshan University, as an institution of Northeast Heavy Machinery Institute under the administration of the former Ministry of Machinery Industry, grew out of the renowned Harbin Institute of Technology. In 1978, it was identified as a national key institution of higher education. From 1985 to 1997, it had moved to Qinhuangdao City, and acquired its current name Yanshan University (YSU).

三、申请人资格
1.非中国籍公民， 身心健康。
2.年龄、 学历、语言要求：
（1）申请攻读硕士学位者，应当具有学士学位或同等学历，学习成绩优秀，年龄一般不超过 35 周岁；
（2）申请攻读博士学位者，应当具有硕士学位或同等学历，学习成绩优秀，年龄一般不超过 40 周岁；
（3）申请以中文为专业教学语言的攻读硕士、博士学位者，中文水平须达到汉语水平考试（HSK）四级；申请以英文为专业教学语言的攻读硕士、博士学位者，若来自非英语（母语官方语言）的国家，需提供英语语言测试成绩单（雅思≥6.0分以上且单科不低于5.5分/托福85分以上且单科不低于20分/GRE不低于300分/多邻国95分以上）或所获最高学历为英文授课证明。
（4）满足下列条件之一：
申请攻读硕士学位者：
①本科学历阶段学习成绩平均在80分以上；
②学士学位毕业论文取得良好及以上成绩；
③申请中文授课专业者，HSK成绩需达到5级及以上；申请英文授课专业者，雅思成绩需达到6.5分以上，托福成绩需达到85分以上，多邻国成绩需达到105分以上，或达到同等英语水平及以上；
④在本国或中国正式发行刊物上以第一作者或通讯作者名义发表过作品或文章。
申请攻读博士学位者：
①硕士学历阶段学习成绩平均在80分以上；
②硕士学位毕业论文取得良好及以上成绩；
③申请中文授课专业者，HSK成绩需达到5级及以上；申请英文授课专业者，雅思成绩需达到6.5分以上，托福成绩需达到85分以上，多邻国成绩需达到105分以上，或达到同等英语水平及以上；
④在学术刊物上以第一作者或通讯作者名义发表过较高水平的学术论文。
3.优先考虑理工类及经济管理类专业申请者。
3.Eligibility:
To be eligible, applicants must
(1) be a citizen of a country other than the People’s Republic of China, and be in good health both mentally and physically.
(2) be a bachelor’s degree holder under the age of 35 when applying for master’s programs;
(3) be a master’s degree holder under the age of 40 when applying for doctoral programs;
(4) have acquired the Chinese proficiency of HSK Level 4 when applying for Chinese taught master’s or doctoral programs; Applicants for a master's or doctoral degree with English taught programs, if applicants from a country where English is not the official language of their mother tongue, must provide International English language tests scores: Academic IELTS overall score 6.0, with all bands 5.5 or above; TOEFL overall score 85 with all bands 20 or above, or the equivalent; GRE score 300 or above; Duolingo scores of 95 or above, or provide proof of the medium language of applicants' highest education qualification is English
(4) Meet one of the following conditions:
Applicants for a master's degree:
① The average academic achievement of undergraduate study is above 80;
② Bachelor's degree thesis rated with good result or above;
③ Applicants for Chinese medium programs must obtain a certificate of HSK level 5 or above; for English medium programs, IELTS scores of 6.5 or above, TOEFL scores of 85 or above, Duolingo scores of 105 or above, or the equivalent English proficiency and above;
④ Published works or articles being the first author or corresponding author in accredited publications of the home country or China.
Applicants for a doctoral degree:
① The average academic achievement of master's study is above 80;
② Master's degree thesis rated with good result or above;
③ Applicants for Chinese medium programs must obtain a certificate of HSK level 5 or above; for English medium programs, IELTS scores of 6.5 or above, TOEFL scores of 85 or above, Duolingo scores of 105 or above, or the equivalent English proficiency and above;
④ Published high-level academic papers being the first author or corresponding author in academic journals.
(5) Priority will be given to applicants with majors in Science, Technology, Engineering, Mathematics (STEM) as well as Economics and Management.
四、奖学金内容和标准
1. 含学费和校内住宿费；

博士研究生￥3500元/月，硕士研究生￥3000元/月；
3. 提供中国政府奖学金来华留学生综合医疗保险。

五、申请流程
1. 提交中国政府奖学金在线申请
登陆中国政府奖学金来华留学管理信息系统（http://studyinchina.csc.edu.cn），在线填写奖学金申请表，确认无误后保存并提交申请表。燕山大学网上报名所需的受理机构编号：10216。
2.自行与导师联系，获得导师接收函。燕山大学导师信息详见：https://ies.ysu.edu.cn/Teachers.htm
3.提交燕山大学在线申请
登录燕山大学国际学生在线服务系统（https://admission.ysu.edu.cn），完成在线申请并上传申请材料的原件高清扫描版，不接受拍照图片及复印件。。
注：请在两个网站同时报名，并上传所需要的材料。

5. 院系学术审核，组织在线面试，提交拟录取名单
6. 拟录取学生在CSC系统上传预录取通知书
7. 拟录取名单上报国家留学基金管理委员会
8. 奖学金结果正式公布
注：未被此项目录取的申请者，可转为燕山大学校长奖学金项目，通过审核后继续录取流程。
5. Application Procedure
(1) Log in the Chinese Government Scholarship Information System https://studyinchina.csc.edu.cn/#/login, fill in the Application Form and submit the required documents for Chinese Government Scholarship online. The agency number of Yanshan University is 10216.
(2) Contact the supervisor on your own and obtain acceptance letter from the supervisor. For detailed information on supervisors at Yanshan University, please refer to: https://ies.ysu.edu.cn/Teachers.htm
(3) Log in the online application system of the School of International Education of Yanshan University at http://admission.ysu.edu.cn, and upload all the HD scanned version of the documents required. Images captured by mobile phone or camera and copies are not acceptable.
Note: Please register at both websites and upload the required documents.
(4) Preliminary Review of Application Materials.
(5) Academic Review by the School, Organization of Online Interviews, and Submission of Proposed Admission List.
(6) Proposed Admitted Students Upload the Pre-Admission Notice in the CSC System.
(7) Submission of the Proposed Admission List to the China Scholarship Council (CSC).
(8) Official Announcement of Scholarship Results.
Note: Applicants who have not been admitted to this program can be transferred to the Yanshan University President's Scholarship Program and continue the admission process after passing the review.
六、申请材料
申请人必须如实填写和在网站提交以下申请材料：
1. 《中国政府奖学金申请表》（中文或英文填写）
2. 护照首页。如现持有护照有效期不符合要求（护照有效期应晚于2027年3月），请及时换发新护照。
3. 经过公证的最高学历证明。 如申请人为在校学生，须提交本人就读学校出具的预计毕业证明或在学证明。所提供文件需为中文或英文。
4. 学习成绩单（自本科阶段起）。成绩单扫描件应包括本科、硕士（如有）、博士（如有）学习阶段，直至最近一学期的成绩。成绩单应由就读学校教务处、研究生院或有关学生管理部门开具并盖章。可提供中/英文成绩单，如为英语以外语种，需另提供英文翻译件并公证。
5. 语言能力证明。申请以中文为专业教学语言的申请人须提供有效期内的HSK四级及以上成绩报告。申请以英文为专业教学语言者，若来自非英语（母语官方语言）的国家，需提供英语语言测试成绩单（雅思≥6.0分以上且单科不低于5.5分/托福85分以上且单科不低于20分/GRE不低于300分/多邻国95分以上）或所获最高学历为英文授课证明。
6. 来华学习计划。应提交中/英文学习计划（1000字以上），博士研究生须由中方导师签字，学习计划只可以用中文或者英文书写。
7. 推荐信。提交两名教授或副教授的推荐信，内容应重点包含对申请人来华学习目标要求，中方院校或者中方导师与国外导师的合作情况或者校际交流情况，以及对学生综合能力，未来发展的评价，只可用中文或英文书写。
8. 《外国人体格检查表》复印件。（原件自行保存，此表格由中国卫生检疫部门统一印制，须英文填写）。申请人应严格按照《外国人体格检查表》中要求的项目进行检查。缺项、未贴有本人照片或照片上未盖骑缝章、无医师和医院签字盖章的《外国人体格检查表》无效，检查结果有效期为6个月。
9. 无犯罪记录证明。申请人须提交由所在地公安机关出具的有效期内的无犯罪记录证明，通常应为提交申请之日前6个月以内的证明文件。
10. 个人作品。申请攻读艺术、设计类等专业者，可通过“作品/其他支撑材料”上传个人作品类材料（如影像、绘画作品等）。
11. 导师接收函。接收函需要包括中国高校导师信息，以及申请人来华学习/研究工作描述。
注意：通过系统上传的材料须清晰、真实、有效。建议申请人使用专业设备扫描需提交的有关文件，因材料不清晰或无法识别造成的后果由申请人承担。
6. Application Documents
(1) Application Form for Chinese Government Scholarship（in Chinese or English）.
(2) Copy of Passport Home Page. If the validity of the applicant’s current passport does not meet the requirement (meaning the passport expires before March 2027), please apply for a new passport before submitting the application.
(3) Notarized highest diploma. Prospective diploma winners must submit official proof of student status by their current school. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations.
(4) Academic transcripts (from the undergraduate program onwards). Copies of academic records from first to last semester during the undergraduate, graduate (if any), and doctoral programs (if any) shall be provided. These transcripts shall be issued and sealed by the attending university’s academic affairs office, graduate school, or student management department. They can be in Chinese or English, but must be attached with notarized English translations if they are in foreign languages other than English.
(5) Language qualification certificates. Applicants for Chinese-taught programs must submit valid HSK 4 or above in accordance with the corresponding Chinese proficiency requirements. Applicants for English-taught programs shall provide relevant language proficiency certificates according to the universities’ requirements, like IELTS 6.0, TOFEL 85, Duolingo 95 report or the certificate of the previous degree program which is taught in English.
(6) A study plan proposal. A study plan written in Chinese or English shall contain more than 1,000 characters or words; the proposal of a doctoral student shall be signed by the applicant’s Chinese supervisor.
(7) Recommendation letters. Two letters of recommendation (written only in Chinese or English) from professors or associate professors shall be submitted. These letters shall describe the applicant’s objectives of learning in China, comprehensive abilities, and evaluation of future growth, as well as the cooperation between the supervisors or the exchange between universities both in China and abroad.
(8) A photocopy of the Foreigner Physical Examination Form completed in English (the original copy shall be kept by the applicant). The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid. Please select the appropriate time to take a physical examination as the result is valid for only 6 months.
(9) Non-criminal record report. The applicant shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.
(10) Example of art. To apply for majors related to art or design, applicants could submit their own works through “Example of Art/Other Supporting Documents” in the system. Applicants could also provide such materials to the applied universities directly in other ways.
(11) Supervisor Acceptance Letter. Information of the applicant’s Chinese supervisor. Descriptions of the applicant’s studies or research in China.
Reminder: Uploaded supporting documents must be clear, authentic and valid. Applicants are recommended to use a professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.
七、录取及报到
1. 燕山大学对申请人的申请材料进行审核，确定推荐人选并通过邮件发送预录取通知书。
2. 推荐人须于2026年3月5日前再次完成中国政府奖学金来华留学管理信息系统个人网上申报，申请材料中须包含我校出具的导师接收函。
3. 国家留学基金委对预录取候选人进行综合评审，确定奖学金授予名单，签发《外国留学人员来华签证申请表》（JW201表）。
4. 燕山大学通过邮件告知奖学金获得者并公布奖学金获得者名单，并发放《录取通知书》和《外国留学人员来华签证申请表》（JW201表）。
5. 奖学金获得者来华后须按照中国政府奖学金有关规定进行管理。该项目奖学金获得者来华后不得变更录取院校；原则上不得变更学习专业及学习期限。

7.入学后，燕山大学将对申请人的申请材料再次复核，如发现违规行为，学校有权收回录取决定，取消申请人入学资格。
7. Admission and Notification
(1) Yanshan university reviews the application documents and decides the nominated candidates. After identifying the applicants, YSU will send the pre-admission letter by e-mail.
(2) The candidates shall complete the online application of the CSC Online Application System (https://studyinchina.csc.edu.cn/#/login) before 5th March, 2026, and the application documents shall include the pre-admission letter issued by YSU.
(3) CSC will review qualifications and application documents of candidates nominated by YSU, decide the final list of scholarship winners, and issue the Visa Application Form for Foreign Students in China (JW201).
(4) Yanshan University will inform and send the admission documents（Admission Letter and Visa Application Form for Study in China (JW201)） to the scholarship recipients.
(5) Scholarship recipients must be managed in accordance with the relevant regulations of the Chinese Government Scholarship after arriving in China. Scholarship recipients shall not change their host university, field of study, or duration of study.
(6) All scholarship students must purchase medical insurance before entering China. For details, please refer to the Insurance Payment Guide: https://mp.weixin.qq.com/s/dJo7fVieTVRO6jaz_8NWJg.
(7) After enrollment, Yanshan University will re-examine the applicant materials of the applicants. If any irregularities are found, the university reserves the right to withdraw the admission decision and cancel the applicant's admission qualification.
八、其他
1.中国政府奖学金“高水平研究生”项目录取结果将通过学校国际教育学院网站（http://ies.ysu.edu.cn）发布。
2.奖学金获得者须按照学校规定的时间办理报到、注册手续。未经批准而逾期不报到者，按自动放弃学籍处理，所获得的奖学金资格亦自动取消，并载入学校招生诚信记录。
3.奖学金获得者须按规定参加奖学金年度评审。不参加评审或者评审不合格者，将被中止或者取消其享受奖学金的资格。
4.中国政府奖学金生不得同时享受中国各级政府和录取院校设立的其他奖学金（不含各类一次性奖励金）的资助，一经发现，其中国政府奖学金资格将予以取消，并须退还已领取的中国政府奖学金。对于刻意隐瞒资助情况的，除取消资格外，三年内不允许申请中国政府奖学金。
8. Others
(1) The result of Chinese Government Scholarship - High Level Postgraduate Program will be announced on the website of International Education School (http://ies.ysu.edu.cn). Please keep following the updates of the website.
(2) Scholarship recipients should go through the registration procedures on the date stipulated by the university. Those who fail to register after the deadline without approval will be regarded as giving up their student status automatically, and their scholarship qualification will be automatically canceled and be listed to the Record of Integrity in Admissions of YSU.
(3) Scholarship recipients MUST participate in annual scholarship evaluation. Scholarship holders who fail to meet the requirements will have their scholarship canceled.
(4) Chinese government scholarship students shall not be supported by other scholarships offered by Chinese government at all administrative levels or Chinese universities (one-time awards excluded). Once discovered, their Chinese government scholarship will be canceled, and they must return the stipends given. Those who intentionally conceal other scholarship supports will be disqualified for Chinese government scholarship application for 3 years in addition to the cancellation of Chinese government scholarship.
