根据秦皇岛市气象台2025年4月10日14时20分发布的大风橙色预警信号，预计今日下午至12日白天我市将出现持续性强风天气，沿海地区阵风可达9-11级，伴有扬沙或浮尘天气，气温骤降10-13℃。根据省教育厅关于做好近期极端、大风、雨雪和降温天气防范应对工作的紧急通知，为切实保障师生生命安全，现将有关事项通知如下：

According to the Orange Wind Warning issued by the Qinhuangdao Meteorological Observatory at 14:20 on April 10, 2025, the city is expected to experience persistent strong winds from this afternoon until the daytime of April 12. Coastal areas may face gusts of 9-11 levels, accompanied by blowing sand or floating dust, with temperatures dropping sharply by 10-13°C. In accordance with the emergency notice from the Provincial Department of Education on precautionary measures against recent extreme weather, strong winds, rain, snow, and temperature drops, the following arrangements are hereby notified to ensure the safety of faculty and students:

一、极端天气特征与风险提示Characteristics and Risk Warnings of Extreme Weather

本次大风过程具有三大显著特点This windstorm has three notable features:

1. 风力强度大：沿海区域阵风达11级（风速28.5-32.6m/s），内陆地区阵风9-10级，可能造成树木倒伏、临时建筑损毁；

1.High Wind Intensity: Coastal gusts may reach Level 11 (28.5-32.6 m/s), while inland areas may experience Level 9-10 gusts, potentially causing tree collapses and damage to temporary structures.

2. 持续时间长：强风将持续48小时以上，11日夜间至12日白天为风力最强时段；

2.Long Duration: Strong winds will persist for over 48 hours, with peak intensity occurring from the night of April 11 to the daytime of April 12.

3. 次生灾害多：扬沙天气将导致能见度下降至1公里以下，12-13日最低气温降至2-5℃，叠加森林火险等级达极高风险。

3.Multiple Secondary Hazards: Blowing sand will reduce visibility to below 1 km. The lowest temperatures on April 12-13 will drop to 2-5°C, coupled with an extremely high risk of forest fires.

二、落实重点防范措施Key Precautionary Measures

（一）人员活动管理Management of Outdoor Activities

1. 减少外出Minimize Outdoor Movement

非必要不外出，确需外出时：避开广告牌、临时围挡、老旧建筑等风险区域；步行时远离楼体狭缝通道，防范"狭管效应"引发的强风冲击；骑行者立即停止骑行，选择避风处步行。有计划组织开展的室外活动，建议择期举办。

Avoid unnecessary outings. If travel is essential: Stay clear of risk areas such as billboards, temporary fences, and old buildings. When walking, avoid narrow passages between buildings to prevent strong wind gusts caused by the "canyon effect." Cyclists should stop riding immediately and seek sheltered areas on foot. Outdoor events should be postponed if possible.

2. 室内避险Indoor Safety Precautions

关闭门窗，避免站在玻璃幕墙、窗户附近；远离阳台及可能坠物的空调外机、花盆等。师生出行时注意树木倒伏风险，远离树木、牌匾和灯杆等。

Close doors and windows; avoid standing near glass walls or windows. Stay away from balconies and potential falling objects such as air conditioner units or flower pots. Be cautious of falling trees, signage, and lampposts when moving outdoors.

3. 交通保障Transportation Safety

建议师生将车辆停放至空旷区域，远离树木和建筑物。

Park vehicles in open areas, away from trees and buildings.

（二）特殊场所管控Special Area Controls

实验室管理Laboratory Management

涉及危化品、压力容器的实验操作做好研判，有必要停止实验操作。关闭通风橱，切断非必要电源。室内场馆做好防风措施，避免门窗破损。

Assess risks for experiments involving hazardous chemicals or pressure vessels; suspend operations if necessary. Close fume hoods and cut off non-essential power sources. Reinforce indoor venues against wind damage to prevent window and door breakage.

（ 三）消防防火Fire Prevention

大风天气风力大，火险气象等级高，要提示师生加强火源管理控制，相关单位要暂停动火施工作业；师生严禁吸烟乱扔烟头，避免火灾发生。

Due to high wind speeds and extreme fire risk, faculty and students must strictly control ignition sources. Relevant units should suspend hot work operations. Smoking and littering cigarette butts are strictly prohibited to prevent fires.

三、加强值班值守和应急处置Strengthen Duty and Emergency Response

一旦有人员伤亡或财产损失，要及时报告学院；要密切关注涉校安全舆情，按要求妥当应对，消除不良影响，确保校园安全稳定。

Report any casualties or property damage to the college immediately. Monitor campus safety-related public sentiment and respond appropriately to mitigate negative impacts. Ensure campus safety and stability.
